Silly Prank or Evil Dead

As we headed to Mass we saw this . . .

the fountain had been attacked with bubbles.  We got a good chuckle out of it.  In the end it took about one and half weeks for the water to run clean.  Some neighbors were up in arms saying that it could ruin the pumps, kill wildlife and cost hundreds of dollars for repairs.  We heard that it could costly but were never given clear understanding that it did.
