Any mom of a 19 month old will tell you that quiet is not a good thing unless that 19 month old is asleep in bed. If awake, quiet means that child is "up to something". Honestly twins are sometime playing together so they appear more quiet. I warn you though, do not trust the quiet. These pictures were taken by Possible before I could even get upset.
